Definitely needs a new battery at a minimum.  This lift was working well when we stopped using it, but it has been sitting for a few years now.  We don't know what other work might be required.  It is being sold as is for parts or repair.  It is available for inspection and local pick up in Allentown, PA.  No shipping.  Please enlarge and examine photos closely for additional details.  Any questions, please ask.  Thanks for looking.
